내가 노르웨이에 오게 된 데에는 시민들의 복지와 평등이 중시되는 북유럽 국가들에서의 사람들 생각이 궁금했던 것도 있다. 복지국가의 시민들은 평등에 대해서 어떤 감각, 어떤 생각들을 갖고 있을까. 그런데 내가 배우는 것이 컴퓨터과학쪽이라 그런지 내가 아싸라 그런지 주변에서 그런 주제에 대해 이야기하는 것은 거의 들어보지 못했다. 신문이나 뉴스를 볼 수 있었더라면 또 달랐을지도 모른다. 하긴 한국에서도 사람들이 밥 먹으면서 그런 얘기를 일반적으로 하지는 않으니까. (하는 집단도 있지만 그런 집단은 좀 특수한 집단이겠지) 어쨌든 내가 느낀 인상은 사회전반적으로 평등이 당연한 것으로 여겨져서인지 평등이 어느정도 이루어져서인지 사람들 사이에서 평등이 그렇게 이슈나 관심이 되는 주제가 아니어 보인다는 것이었다. 

얼마전에 노르웨이 친구와 얘기를 하다가 물어본 적이 있다. 노르웨이는 소득세는 높고 상속세는 없잖아, 그러면 사회계층의 극적 이동은 거의 불가능할 것 같은데 그것에 대해 사람들은 어떻게 생각해? 그는 나와 같이 컴퓨터과학을 공부했고 자신을 미들클래스로 생각한다고 했는데, 일단 그것에 관해 별로 생각해 본 적이 없는 것 같다고, 검색해보더니 2014년 전에는 노르웨이에도 상속세가 있었는데 보수당이 정권을 잡으면서 폐지된 것 같다고, 소득세로도 이미 많은 세금을 납부하기 때문에 상속세를 납부하면 이중과세가 되는 게 아닌가 싶다고 했다. 그리고 어쨌든 정부가 기본생활은 보장해주기 때문에 큰 불만은 없는 것 같다고 했다. 이런 얘기들을 더 많은 노르웨이 사람들에게서 들어보면 재미있을텐데, 이런 거 물어볼만큼 가까운 사람이 별로 없네. 여하간 나도 좀 그런 인상을 받았다. 정부가 보장해주는 기본적 생활서비스(교육, 의료, 보육 등) 및 사회안전망이 두터운 편이고, 사람들이 그렇게 과시적 소비문화를 갖고 있지 않아서 (내가 과시적 소비문화를 하는 사람들을 못 만나봐서, 혹은 못 알아봐서 그렇게 생각한 것일 수도 있지만) 상대적 박탈감 같은 것을 느낄 계기도 적어보이고, 또 그래서인지 서구의 개인주의적 특성 때문인지 대체로 다른 사람의 삶에 큰 관심이 없다. 예전에 조국이 말한 붕어, 개구리, 가재로 살아도 행복한 개천의 실사판 같아 보이기도 한데, 그것이 이상적 모델일지는 판단을 좀 보류하고 싶다.

 

One of the reasons I came to Norway was that I was curious about the thoughts of people in Nordic countries, where the welfare and equality of citizens are values. What senses and thoughts do the citizens of the welfare state have about equality? However, maybe because I'm learning computer science, or maybe because I'm an outsider, I haven't heard much talk about such topics around me. If I could read newspapers or TV news, it might be different. People usually don't talk about such topics while having lunch, even in Korea. (There may be some groups that do, but they would be probably not common.) Anyway, the impression I got is that maybe because equality is taken for granted, or maybe because equality has been achieved to some extent, equality doesn't seem to be a topic of interest or issue among people.

Recently, I talked to a Norwegian friend and asked him a question. Norway has high income taxes and no inheritance tax, so a dramatic shift in social class seems almost impossible. What do people think about that? He studied computer science with me and told me that he thinks of himself as middle class. Regarding the question, he said that he hasn't really thought about it, and after searching it, it seems that Norway had inheritance tax before 2014 but it was abolished when the conservative government took power. He also said that since people already pay a lot of income tax, paying inheritance tax could result in double taxation. And he added that the government guarantees basic livelihood, so there does not seem to be many complaints about it. It would be interesting to hear more of these talks from more Norwegians, but unfortunately, I don't have many close people to ask about it. Anyway, I have also gotten a similar impression. Basic living services (education, medical care, childcare, etc.) guaranteed by the government and the social safety net are solid, and people do not have such a conspicuous consumption culture, so there are fewer reasons to feel a sense of relative deprivation. And perhaps because of that, or due to the individualism of the West, people generally don't seem to be interested in other people's lives. It looks like a society where even those who cannot climb the social ladder can enjoy happiness in life, but I would like to reserve judgment on whether that is an ideal model.
